First, consider the timing. Think about when you want to schedule your session and then think about what the weather is doing and what the foliage looks like. If you're dreaming of endless blooms, plan for spring. If you'd love green hills and sunshine, choose summer. If you have your heart set on apple orchards or crunchy leaves, fall is your best bet. If you prefer the look of a cozy in home or coffee shop session, winter is your pick. Season will dictate location to a certain degree, so keep this in mind. (FYI, green is my thing so if you want to my vote? Anywhere lush.)
Second, consider what you want to wear. Make sure that the two looks you are planning will look natural in the environment you're drawn to.
